This Request for Proposals (the “RFP”) is an invitation by Loyalist Township (the “Township”) to prospective proponents to submit proposals for Engineering Services for a Municipal Fleet Electrification Study, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).


The primary goal of this project is to evaluate the Township’s current fleet and develop a plan for right sizing and electrifying the fleet moving forward. The aim through this study will be to have a path forward that helps to reduce the Township’s GHG emissions. The key tasks included in this project are as follows:


Fleet
• Evaluation of current fleet, vehicle type, associated emissions, usage patterns and payback periods
• Identify opportunities for right sizing of fleet, eliminate underutilized vehicles, select electric or hybrid options for specific roles, with consideration for the asset management plan
• Asses how the proposed plan may impact levels of service
• Develop procurement methods that guide the timing and process for transitioning to electric vehicles.
 

EV Chargers
• Evaluation of current EV chargers and identification of gaps in performance and coverage
• Analysis of locations for new EV chargers including considerations for electrical infrastructure requirements
• Identify the 3 best potential charger locations and provide charger design drawings and specifications
 

Equity considerations are central to our planning process; therefore the successful proponent will be asked to demonstrate how all members of the community, including equity-deserving groups, benefit from the infrastructure improvements.
